Amnesty Seekers with Rectified Visa Status Allowed to Return to UAE Anytime

The UAE Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) has announced that individuals who left the UAE after rectifying their visa status can now return to the country at any time, without restrictions. This policy is part of a broader amnesty program aimed at helping overstayers resolve their visa and residency issues without facing financial penalties or administrative constraints. This amnesty period will remain in effect until October 30, 2024.

According to the ICP, those who have rectified their visa status and subsequently departed the UAE may return after obtaining the necessary entry visa. Once the visa procedures are completed and approved by security authorities, these individuals can re-enter the UAE at their discretion. 

The ICP encourages anyone who has violated residency regulations to take advantage of this amnesty period. Violators can rectify their status by submitting applications through the Authority's digital and smart channels or authorized typing offices. In most cases, individuals will not need to visit service centers in person, except for biometric fingerprint collection if required.

The amnesty benefits various groups, including those who have breached visa regulations, residency laws, individuals flagged in administrative reports, those who have lost their employment, and foreign-born children whose guardians have not yet confirmed their residency status. However, the amnesty does not apply to those who violated their residency status or ceased employment after September 1, 2024, or those who have been deported from the UAE or any Gulf Cooperation Council (GCC) country.

The amnesty provides several advantages to encourage compliance. These include exemptions from administrative fines related to residency and visas, establishment card fines, ID card fines, and Ministry of Human Resources and Emiratisation fines. It also includes waivers for residency and visa cancellation fees, work interruption report fees, departure fees, and fees for residency and visa details. This grace period allows individuals to leave the UAE and rectify their status without being barred from returning.

To accommodate beneficiaries, service centers for biometric fingerprint registration will extend their working hours to 8 pm on weekdays throughout the amnesty period.

The amnesty aims to offer a flexible legal environment that fosters security, social and economic stability, and upholds values of tolerance and social cohesion. It supports violators by providing an opportunity to correct their status through streamlined and facilitated procedures during the grace period.
