Today, His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, inaugurated the SOUN Centre for Care and Rehabilitation in Dubai. This state-of-the-art facility, established by the Community Development Authority (CDA), is dedicated to providing a safe and nurturing environment to support the rehabilitation of juvenile delinquents, guiding them towards positive transformations and productive paths. The Centre aligns closely with the objectives of Dubai Social Agenda 33, which aims to create a proactive social framework focused on protection, care, and empowerment across the community.

The inauguration event was attended by prominent officials, including His Excellency Lieutenant General Dhahi Khalfan Tamim, Deputy Chief of Police and Public Security in Dubai. During the event, His Highness was given a detailed overview of the Centre's mission and the extensive collaborative efforts it undertakes with key entities in Dubai’s judicial and administrative network, such as the Family and Juvenile Prosecution, Dubai Police, and Dubai Courts. The SOUN Centre works closely with a variety of organizations, including the Islamic Affairs and Charitable Activities Department, Dubai Health Authority, the UAE Ministry of Education, Knowledge and Human Development Authority (KHDA), Dubai Municipality, Dar Al Ber Society, and ENOC Group. Together, these partnerships provide comprehensive rehabilitation programs aimed at supporting youth through transformation and reintegration.
Her Excellency Hessa Bint Essa Buhumaid, Director General of the CDA, highlighted the importance of establishing secure spaces for juveniles under court sentencing. She explained that the Centre’s safe environment fosters personal growth, facilitates positive reintegration into society, discourages recidivism, and broadens access to new opportunities. Buhumaid emphasized that the SOUN Centre stands as a testament to the leadership’s commitment to safeguarding vulnerable populations, particularly through encouraging collaboration between agencies involved in judicial and administrative measures for juveniles. The Centre offers holistic rehabilitation programs tailored to the individual needs of young residents, including both individual and group therapy sessions, as well as social, sporting, artistic, and religious activities designed to promote healthy reintegration and reduce the risk of repeat offenses.
At the opening ceremony, His Highness Sheikh Ahmed also witnessed the signing of cooperation agreements between the CDA and four key government entities: the Ministry of Education, KHDA, Dubai Health, and Dubai Corporation for Ambulance Services. These agreements aim to establish a sustainable and integrated support system that leverages best practices from each sector, ensuring the highest standards in care and rehabilitation.
The SOUN Centre provides specialized services for different groups within the juvenile population, including those awaiting trial or identified as being at risk of delinquency. Juveniles are referred to the Centre through judicial, legislative, or police channels, ensuring that support is directed toward those who need it most. With a capacity to accommodate 48 young people, divided equally between boys and girls, the Centre is equipped with modern facilities, including residential areas, rehabilitation spaces, a mosque, dining areas, sports grounds, gyms, a clinic, classrooms, a courtroom, and multi-purpose halls. These facilities create a supportive environment where youth can pursue education, receive psychological support, and engage in activities aimed at self-improvement.
The Care and Rehabilitation Department at the SOUN Centre is staffed by specialists, including psychologists, educational experts, social workers, and sports trainers. This department provides targeted assistance to convicted juveniles, addressing both social and psychological needs to promote behavioral development. By nurturing positive growth and ensuring tailored support, the Centre aims to facilitate a smooth transition for juveniles re-entering society. Additionally, the Prevention and Community Coordination Department at the Centre works proactively to raise awareness about the importance of preventing juvenile delinquency. This department leads outreach initiatives across the community to educate young people and their families about potential risks and positive alternatives.
As part of its broader mission, the SOUN Centre engages in preventative efforts that extend beyond rehabilitation. Through educational workshops, awareness campaigns, and comprehensive social and statistical studies, the Centre explores the factors contributing to juvenile delinquency, including crime hotspots, age groups, types of offenses, and gender trends. The insights derived from these studies are used to develop targeted prevention programs, supporting the Centre’s goal of reducing juvenile crime across Dubai.
By fostering collaboration, offering structured rehabilitation, and focusing on preventative education, the SOUN Centre for Care and Rehabilitation represents a cornerstone in Dubai’s efforts to support at-risk youth. The Centre’s work aims not only to transform lives but also to build a safer, more inclusive future for the entire community.
