Abu Dhabi Implements Enhanced Construction Contract Models for Capital Projects

The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has introduced the updated General Conditions Contract for capital projects in the emirate, aiming to enhance procurement standards, dispute resolution, and project delivery efficiency.

ADPIC has mandated that government entities adopt the revised Abu Dhabi General Conditions Contract (ADGCC) for all capital projects. This move represents a significant step forward in improving procurement practices across the emirate.

The new ADGCC includes several key enhancements, such as an expanded role for engineers and the mandatory use of Dispute Avoidance and Adjudication Boards (DAAB). These boards are designed to provide impartial dispute resolution and ensure fairness for all parties involved in a contract. Additionally, ADPIC will be piloting Conflict Avoidance Panels (CAP) to encourage collaborative resolution of claims and further improve project delivery efficiency.

Maysarah Mahmoud Eid, Acting Director General of ADPIC, highlighted the importance of the updated contract models. "The introduction of the updated ADGCC embodies our ongoing efforts to instill best practices in our continued pursuit of excellence. It fosters a culture of collaboration and innovation within the emirate’s construction sector. This milestone stands as a testament to our commitment to transforming challenges into opportunities, driving forward the vision of a vibrant and thriving construction industry," Eid said.

These changes are expected to create a more efficient and fair construction process, ultimately supporting the broader vision of Abu Dhabi’s development goals. By setting higher standards for procurement and project management, ADPIC aims to ensure that capital projects are completed on time, within budget, and to the highest quality standards.
