Abu Dhabi Consortium Signs Deal to Build Uzbekistan's Largest Wastewater Treatment Plant

A strategic consortium led by Abu Dhabi Sustainable Water Solutions Company (SWS), in collaboration with Marubeni Corporation and Suez, has signed a significant joint development agreement with Uzbekistan's Ministry of Investment, Industry and Trade and Uzsuvtaminot JSC. This agreement marks the commencement of a major infrastructure project aimed at developing the largest wastewater treatment plant in Uzbekistan and the Commonwealth of Independent States (CIS).

The new facility, set to be constructed in Tashkent, will have the capacity to process 1.5 million cubic meters of wastewater daily. Valued at over US$1 billion, this project is poised to enhance bilateral relations between the UAE and Uzbekistan, supporting economic growth in Tashkent and its neighboring areas.

The agreement was formalized in Tashkent by key figures including His Excellency Laziz Kudratov, Uzbekistan’s Minister of Investment, Industry and Trade; Ahmed Al Shamsi, Managing Director and CEO of SWS Holding; Akhmad Suvankulov, Chairman of the Board at Uzsuvtaminot; Kazuaki Shibuya, General Manager of Marubeni’s Environmental Infrastructure Department; and Silvere Delaunay, CEO for the CIS region at Suez.

Construction of the plant is slated to commence in 2026, with the facility expected to be fully operational by 2030. Upon completion, it will serve approximately three million people in Tashkent and surrounding cities, replacing the existing wastewater treatment plants in Salar and Bektimir.

The consortium, comprising SWS, Marubeni, and Suez, will handle the development, financing, engineering, procurement, and construction of the plant and associated sewer trunk lines. Following completion, they will manage the operation and maintenance of the plant for a period of 25 years. Uzsuvtaminot JSC will take over the operation of the new trunk sewer lines once they are operational.

His Excellency Laziz Kudratov emphasized the significance of the agreement, stating: “This agreement builds upon the earlier Memorandum of Agreement, showcasing the deepening economic collaboration between the UAE and Uzbekistan. It represents a commitment to enhancing infrastructure, improving quality of life, and aligning with the United Nations Sustainable Development Goals, particularly in Clean Water and Sanitation, Infrastructure, and Sustainable Cities and Communities.”

Ahmed Al Shamsi, Managing Director and CEO of SWS Holding, expressed his enthusiasm: “This joint development agreement highlights our mutual dedication to strengthening UAE-Uzbekistan relations. It demonstrates SWS’s commitment to delivering large-scale sustainable water solutions and our expertise in managing extensive wastewater treatment facilities. We are excited to collaborate closely with our partners to support Uzbekistan’s socio-economic development and long-term water security.”

Akhmad Suvankulov, Chairman of Uzsuvtaminot, added: “Our partnership with SWS reflects our shared goal of fostering deeper UAE-Uzbekistan ties and achieving strategic objectives for sustainable environmental solutions. This project will drive Uzbekistan’s economic progress and ensure a prosperous future for Tashkent’s residents, benefiting from our combined expertise and commitment to sustainable development.”

This landmark project underscores the ongoing partnership between the UAE and Uzbekistan, focusing on sustainable infrastructure development and collaborative growth.
