Abu Dhabi Authority Implements Food and Fodder Sampling Directive

The Board of Directors of the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) has issued a significant decision regarding the sampling of food and fodder for control and inspection within the Abu Dhabi emirate. This directive mandates His Excellency Saeed Al Bahri Al Ameri, the Director-General of ADAFSA, to establish rigorous controls for sampling procedures and to designate qualified personnel for executing these tasks. The primary objective is to standardize sampling protocols across the entire food and fodder supply chain and at all stages of trade within the emirate.

This decision represents a pivotal step in ADAFSA's continuous endeavors to streamline operational processes, modernize regulatory frameworks, and ensure the effective implementation of measures related to sampling for control and inspection of food and animal feed. Furthermore, it reinforces adherence to the pertinent laws and regulations enforced by ADAFSA, underscoring the authority's commitment to upholding food safety and quality standards.

By instituting regulations governing sampling for food and fodder control and inspection, ADAFSA aims to overhaul the relevant legislative framework, safeguard the safety and quality of food and fodder throughout the supply chain, ensure compliance with technical regulations and standard specifications in the UAE, and bolster food security concerning food safety and animal health.

His Excellency Saeed Al Bahri Al Ameri emphasized that this decision will facilitate the re-analysis of samples obtained from food establishments and fodder handling facilities for control and inspection purposes. He highlighted its alignment with ADAFSA's strategic plans to modernize and enhance the legislative system supporting its core functions. Furthermore, it aligns with federal legislation enacted after Regulation No. 5 of 2010 by encompassing fodder samples within the ambit of food sampling operations for control and inspection.

Al Ameri stated, "This decision underscores our unwavering commitment to safeguarding consumer health and safety by ensuring the provision of safe and healthy products for both humans and animals. We are steadfast in implementing the directives of His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President of the UAE, Deputy Prime Minister, Chairman of the Presidential Court, and Chairman of the Board of Directors of ADAFSA, aimed at enhancing the quality and safety of food and fodder products."

He further urged all stakeholders involved in food and fodder handling facilities to collaborate with sampling procedures and adhere fully to the specified protocols to achieve the desired standards of quality and safety.

ADAFSA pledges to monitor the implementation of these controls diligently and to refine them in line with advancements in the food and fodder industry, as well as evolving quality and safety standards for human and animal health.

In a complementary decision, His Excellency issued detailed controls governing the directive of His Highness the Chairman of the Board of Directors regarding the regulation of food and fodder sampling procedures. This decision categorizes samples into two distinct groups based on the context and desired outcomes. The first category comprises objective samples collected for routine control, data collection, or conformity assessment purposes, while the second category includes selective samples taken to document observed violations or to provide representative units for laboratory examination.

Additionally, the decision delineates packaging and tools for sampling, ensuring suitability for chemical or bacteriological analysis. It establishes criteria for determining sample size, methods for transporting samples to the laboratory, transportation and storage protocols, as well as procedures for re-analysis upon request or with clear technical justification.
