HE Saeed Mohammed Al Tayer, the Managing Director and CEO of Dubai Electricity and Water Authority (DEWA), led a high-level delegation to the People’s Republic of China. The purpose of the visit was to strengthen cooperation between DEWA and leading Chinese companies, especially in the field of renewable energy. The delegation aimed to explore opportunities for strategic partnerships, exchange knowledge, and adopt global best practices in solar energy and battery storage technologies. This visit is part of Dubai’s broader strategy to become a global hub for clean energy and support the city’s ambitious sustainability goals.
Focus on Solar Energy and Storage Technologies
One of the key focuses of the visit was renewable energy. DEWA is currently preparing for the seventh phase of the Mohammed bin Rashid Al Maktoum Solar Park, one of the largest solar parks in the world. This phase will include 2,000 megawatts (MW) of photovoltaic solar panels and a 1,400MW battery energy storage system capable of storing energy for six hours. The project will be implemented under the Independent Power Producer (IPP) model and is set to be one of the largest in the world to combine solar energy and battery storage.

The visit to China allowed DEWA to learn from Chinese companies that are global leaders in solar energy, battery storage, and advanced energy technologies. The delegation studied technologies and practices that could be applied to DEWA’s projects in Dubai.

These senior officials represented various sectors of DEWA, including innovation, business support, clean energy, and solar energy projects. Their presence ensured that the delegation could fully explore opportunities for collaboration and knowledge exchange with Chinese companies.
Al Tayer Highlights the Importance of the Visit
HE Saeed Mohammed Al Tayer emphasized that the visit aligns with the vision and guidance of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The leadership has stressed the importance of accelerating the energy transition and establishing Dubai as a global hub for clean energy and green economy.
The visit also supports DEWA’s efforts to achieve two important strategic goals:
Dubai Clean Energy Strategy 2050 – This strategy aims to ensure that 100% of Dubai’s power generation comes from clean energy sources by 2050.
Dubai Net-Zero Carbon Emissions Strategy 2050 – This strategy focuses on achieving net-zero carbon emissions by 2050 through cleaner energy solutions and advanced technologies.
Al Tayer explained that working with Chinese companies provides opportunities to enhance knowledge, adopt best practices, and accelerate the implementation of advanced clean energy projects in Dubai.
Collaborating with Chinese Companies
DEWA has a long-standing relationship with leading Chinese companies across multiple sectors, particularly renewable energy. Several Chinese firms have contributed to major DEWA projects, including the Mohammed bin Rashid Al Maktoum Solar Park. The solar park is the world’s largest single-site solar park developed under the IPP model, attracting global attention for its scale, technology, and innovation.
By visiting China, DEWA aimed to strengthen these partnerships and explore new opportunities for collaboration in areas such as:
Photovoltaic solar panel technology
Battery energy storage systems
Artificial intelligence applications for energy efficiency

Tesla BESS Factory – To understand battery energy storage systems and how large-scale storage can support renewable energy integration.
Sungrow – To explore solar inverter technology and other advanced solar solutions.
CRRC Zhuzhou Institute – To study innovative technologies and solutions for energy efficiency and clean energy.
